Notice to all offerors: Changes to the "In-State Preference" law were passed during the Special Legislative Session in October 2011 and signed into law by Governor Susana Martinez.

Offerors wishing to receive the 5% New Mexico Resident Preference or the 10 / 8 / 7% New Mexico Resident Veterans Preference advantage as applicable per NMSA 13-1-21 and 13-1-22 must submit a valid New Mexico Resident Business / Contractor / Veteran Business / Veteran Contractor preference certificate with their sealed response. The "In-State Preference" documentation required to request Resident Preference may be obtained from the State of New Mexico Taxation and Revenue Department using this link: State of New Mexico Taxation and Revenue Department

All certificates issued previously by the State General Services Department expired December 31, 2011, and are no longer valid.

NOTE: Resident Preference is not a mandatory requirement for submission of an offer.

The Albuquerque Metropolitan Arroyo Flood Control Authority intends to make a purchase for which it believes there is no competition. This will be a "Sole Source" purchase made in accordance with 13-1-126 NMSA 1978. The purpose of this notice is to attempt to identify possible alternatives.

How to Comment/Respond

Any potential vendor who does not agree that this product or service is available only from the intended source must contact this office within fifteen (15) calendar days from the dated posted. Your response must be in writing and a description of the product or service you are offering as an equivalent must be included.
