NORTH AND SOUTH DIVERSION CHANNEL TOPOGRAPHIC SURVEYS
The Chief Procurement Officer (CPO) of the Albuquerque Metropolitan Arroyo Flood Control Authority (AMAFCA) seeks competitive sealed proposals for Professional Services for the North & South Diversion Channel Topographic Surveys project listed below.
The complete Request for Proposal, including the Scope of Services & Evaluation Criteria, may be obtained via email at Survey_NDC_SDC@amafca.org.
Proposals shall be received no later than 2:00 p.m. local time on Thursday, June 6, 2024. Proposals shall be limited to six (6) pages, excluding a cover letter, table of contents, Appendix A as defined in the Scope of Services & Evaluation Criteria, New Mexico Resident Business Certificate, and the mandatory AMAFCA Campaign Contribution Disclosure Form, which is included in the Scope of Services. Failure to submit the complete AMAFCA Campaign Contribution Disclosure Form shall be cause to reject the proposal.
AMAFCA will host an optional pre-proposal meeting at 10:00 a.m. on Thursday, May 30, 2024, via teleconference.
There will be no individual meetings with prospective proposers before or after the pre-proposal meeting. The Procurement Code, N.M.S.A. 1978 §§13 1 28 through 13 1 199, imposes civil and criminal penalties for its violation. In addition, the New Mexico criminal statutes impose felony penalties for illegal bribes, gratuities, and kickbacks.
*Why do we request contact information? Occasionally, after publication of an RFP has begun, there are addenda to the RFP to answer questions brought up by those who are thinking of submitting a proposal or to make other changes or clarifications, including changing the date proposals are due. If we know you are interested in submitting, we can get a copy of the addendum to you. If we do not know that you are thinking of submitting (i.e., you received the packet from a third party), we will not know that you are considering a submission, and will not be able to get the addendum to you. This is why we have you request the full RFP by email, rather than simply making the entire packet available on our website for download.

Procurement Notices
The Albuquerque Metropolitan Arroyo Flood Control Authority intends to make a purchase for which it believes there is no competition. This will be a “Sole Source” purchase made in accordance with 13-1-126 NMSA 1978. The purpose of this notice is to attempt to identify possible alternatives.
Any potential vendor who does not agree that this product or service is available only from the intended source must contact this office within fifteen (15) calendar days from the dated posted. Your response must be in writing and a description of the product or service you are offering as an equivalent must be included. Notice Under the Americans with Disabilities Act
In accordance with the requirements of title II of the Americans with Disabilities Act (ADA) of 1990, the Albuquerque Metropolitan Arroyo Flood Control Authority (AMAFCA) will not discriminate against qualified individuals with disabilities on the basis of disability in its charge to protect life and property from flooding.
In general, the ADA requires each program, service and activity offered by AMAFCA, when viewed in its entirety, be readily accessible to and usable by qualified individuals with disabilities. AMAFCA builds and maintains flood control that protects life and property through a network of dams, channels, arroyos, ponds and pipes.
Employment: The Albuquerque Metropolitan Arroyo Flood Control Authority (AMAFCA) does not discriminate on the basis of disability in its hiring or employment practices and complies with all regulations promulgated by the U.S. Equal Employment Opportunity Commission under Title I of the ADA.
Effective Communication: The Albuquerque Metropolitan Arroyo Flood Control Authority (AMAFCA) will generally, upon request, provide appropriate aids and services leading to effective communication for qualified persons with disabilities so they can participate and interact equally with AMAFCA in its charge to protect life and property from flooding. This may include qualified sign language interpreters, documents in Braille, and other ways of making information and communications accessible to people who have speech, hearing or vision impairments.
Modifications to Policies and Procedures: The Albuquerque Metropolitan Arroyo Flood Control Authority (AMAFCA) will make all reasonable modifications to policies and programs that do not conflict with its charge to protect life and property from flooding, to ensure that people with disabilities have an equal opportunity to participate in programs or activities provided by AMAFCA. For example, individuals with service animals are welcomed in the AMAFCA offices, even where pets are generally prohibited.
Anyone who requires the removal of architectural, communication or transportation barriers, or requires auxiliary aids to participate in programs or activities provided by AMAFCA should contact the AMAFCA Real Estate Manager (505-884-2215) as soon as possible, but no later than 3 full business days (72 hours) before the scheduled event.
The ADA does not require AMAFCA to take any action that would fundamentally alter the nature of its programs or services or impose an undue financial or administrative burden.
Complaints that a program, service, or activity provided by AMAFCA is not accessible to persons with disabilities should be directed to AMAFCA at 505-884-2215.
AMAFCA will not place a surcharge on a particular individual with a disability or any group of individuals with disabilities to cover the cost of providing auxiliary aids/services or reasonable modifications of policy, such as retrieving items from locations that are open to the public but are not accessible to persons who use wheelchairs.
