SALE OF AMAFCA PROPERTY
The AMAFCA Board of Directors has approved the negotiated sale of a parcel of property known as the Sacate Blanco Channel containing approximately 0.60 acres. The property is not needed by AMAFCA as it no longer meets the threshold to be considered a regional drainage facility. The appraised value of the parcel is $16,700.
The parcel is adjacent to a larger, privately held parcel of approximately 107 acres west of Unser Blvd., south of the Amole Arroyo. The legal description of the parcel is: a certain parcel, being a portion of tract 4 of the Amole Channel rights of way, as the same shown and designated on the plat thereof, filed in Bernalillo County Clerk’s Office on December 11, 2009, in Book 2009C, Page 171.
Purchaser of the property has agreed to pay all closing costs and the appraised value of the parcel.
It is anticipated that final AMAFCA Board approval for the transaction will occur at regularly scheduled October 22, 2026, Board meeting.
Any interested persons may submit a written proposal to purchase the property no later than October 11, 2025.

ON-CALL GEOTECHNICAL ENGINEERING/MATERIAL TESTING SERVICES
The Chief Procurement Officer (CPO) of the Albuquerque Metropolitan Arroyo Flood Control Authority (AMAFCA) seeks competitive sealed proposals for Professional Services for the On-Call Geotechnical Engineering/Material Testing Services project. The complete Request for Proposals (RFP), including the Scope of Services, may be obtained by email via at [email protected].
Proposals shall be received as indicated in the complete RFP, no later than 1:00 p.m., local time, on September 18, 2025. Proposals shall be limited to eight (8) pages, excluding a cover letter, table of contents, New Mexico Resident Business Certificate, Appendix A (previous AMAFCA work), and the mandatory AMAFCA Campaign Contribution Disclosure Form, which is attached to and made a part of the Scope of Services. Failure to submit the complete AMAFCA Campaign Contribution Disclosure Form shall be cause to reject the proposal.
There will be no individual meetings with prospective.
The Procurement Code, N.M.S.A. 1978 §§13 1 28 through 13 1 199, imposes civil and criminal penalties for its violation. In addition, the New Mexico criminal statutes impose felony penalties for illegal bribes, gratuities, and kickbacks.

SWINBURNE DAM GRADE CONTROL STRUCTURES PROJECT
The Chief Procurement Officer (CPO) of Albuquerque Metropolitan Arroyo Flood Control Authority (AMAFCA) is seeking competitive bids for the Swinburne Dam Grade Control Structures Project. The Project includes construction of two grade control structures at the inlets of the Main and West Branch Arroyos upstream of the Swinburne Dam, construction of maintenance roads, seeding and NPDES compliance. The engineers’ estimate for this work is $6,500,000 (not including tax).
An optional pre-bid conference will be held at the southeast corner of the Swinburne Dam located at 10201 Unser Blvd NW, Albuquerque, NM 87114 on Tuesday, September 23, 2025, at 9:00 a.m. (local time).

Notice Under the Americans with Disabilities Act
In accordance with the requirements of title II of the Americans with Disabilities Act (ADA) of 1990, the Albuquerque Metropolitan Arroyo Flood Control Authority (AMAFCA) will not discriminate against qualified individuals with disabilities on the basis of disability in its charge to protect life and property from flooding.
In general, the ADA requires each program, service and activity offered by AMAFCA, when viewed in its entirety, be readily accessible to and usable by qualified individuals with disabilities. AMAFCA builds and maintains flood control that protects life and property through a network of dams, channels, arroyos, ponds and pipes.
Employment: The Albuquerque Metropolitan Arroyo Flood Control Authority (AMAFCA) does not discriminate on the basis of disability in its hiring or employment practices and complies with all regulations promulgated by the U.S. Equal Employment Opportunity Commission under Title I of the ADA.

For example, individuals with service animals are welcomed in the AMAFCA offices, even where pets are generally prohibited.
Anyone who requires the removal of architectural, communication or transportation barriers, or requires auxiliary aids to participate in programs or activities provided by AMAFCA should contact the AMAFCA Real Estate Manager (505-884-2215) as soon as possible, but no later than 3 full business days (72 hours) before the scheduled event.
The ADA does not require AMAFCA to take any action that would fundamentally alter the nature of its programs or services or impose an undue financial or administrative burden.
Complaints that a program, service, or activity provided by AMAFCA is not accessible to persons with disabilities should be directed to AMAFCA at 505-884-2215.
AMAFCA will not place a surcharge on a particular individual with a disability or any group of individuals with disabilities to cover the cost of providing auxiliary aids/services or reasonable modifications of policy, such as retrieving items from locations that are open to the public but are not accessible to persons who use wheelchairs.
